Carmen Reyes Zubiaga (born in Taytay, Rizal) is an advocate for persons with disabilities and for gender equality.
Zubiaga was a public relations and fund raising manager of Tahanang Walang Hagdanan, an organization for orthopedically handicapped persons, in 1987, then worked as a public information officer and social welfare officer in Taytay’s municipal government in Rizal.
In 2012, she became the executive director of the National Council on Disability Affairs.
She is the founding president of Women With Disabilities Leap to Social and Economic Progress Inc. (WOW Leap). She is the group’s executive director since 2019. | Rappler
